I attach the draft of a letter which I am proposing to send to Governors of those Dependent Territories where capital punishment is still maintained, to bring them up to date on current thinking in Whitehall on this problem. Sir A Duff has 18 seen my draft and suggested an amendment which is embodied in the insert attached to the draft. He has further suggested that this insert needs to be cleared with you.
