We have been thinking further around this subject in the light of various minutes which we have seen and the attached minute from Mr Dale of 17 January reflects my views on the various procedures now under dis- cussion.

This is now, I think, water under the bridge since our point has been most effectively covered in Sir Ian Sinclair's minute to Mr Murray of 16 January, but it may be helpful for your files to contain this further piece of argument.
