COULD THE GOVERNOR HAVE ACTED TO STOP THE EXECUTIONS?

Had any new fadors come to light, the Governor

would no doubt have ordered a stay of execution while

these were being considered.

[If pressed:] The Governor would have considered

any such new circumstances in consultation with the

Secretary of State.
