WILL THE GOVERNMENT MAKE A NEW APPROACH TO THE TERRITORIES
FOLLOWING THE CONCERN EXPRESSED OVER THE BERMUDA EXECUTIONS?
This is a course of action we could best consider after
the general question has been discussed in Parliament, as
my Rt Hon Friend the Lord President of the Council has
indicated it should be.
WHAT IS HMG's POLICY ON CAPITAL PUNISHMENT IN THE DEPENDENT
TERRITORIES?
Under the policy which has been followed by successive
British Governments the Foreign and Commonwealth Secretary
does not intervene nor advise Her Majesty The Queen to
intervene except in the very rare event that a miscarriage
of justice might otherwise occur.
A CHANGE OF POLICY
As my Rt Hon Friend the Secretary of State for Foreign
and Commonwealth Affairs has indicated in another place,
the Government is willing to look at the whole question of
capital punishment in the dependent overseas territories if
that is Parliament's wish.
