It does sincere people will no doubt share Mr Bagnall's opinion. however over-simplify the problem in supposing that the moral arguments were all on one side.

3. I attach a draft reply which, while it will probably not satisfy Mr Bagnall, should at least convince him that the

decision was not taken lightly, nor was it based only on cold legal and constitutional arguments.
