CAPITAL PUNISHMENT IN THE DEPENDENT TERRITORIES

1. As agreed, I am sending you a copy of my draft submission on the question of capital punishment in the dependent territories. I have been instructed by my Secretary of State to have this ready for him on his return to the Office on 13 January and I should be grateful if you would send me any comments you may have by close of play on Thursday, 12 January.
