BERMUDA: LETTER FROM RUGBY LABOUR PARTY

1. The General Management Committee of the Rugby Labour Party

has passed a resolution expressing their concern at events in

Bermuda leading up to the despatch of British troops to the territory. They have also asked for background information.

2. In his statement of 5 December, the Secretary of State

explained to Parliament the limitations imposed on him in this

matter and indicated that he was in fact prepared to review

the whole question of capital punishment in dependent

territories.
