Mr Edmund M Johnston, a constituent of the Secretary of State, has written to Dr Owen deploring the fact that the Government did not prevent the recent executions in Bermuda.

2. I submit a draft reply pointing out the limitations imposed on the Secretary of State, adding that the Government is prepared to review the general question of capital punishment in dependencies.
