With my letter of 29 September 1977 I forwarded a petition addressed to Her Majesty, praying for the exercise of the Royal Prerogative of Mercy in the cases of Erskine Durrant ("Buck") Burrows and Larry Winfield Tacklyn.

We kept for our files a copy of this petition itself. But we did not keep copies of the large number of sheets of paper attached to it, containing a number of signatures beneath a heading which made clear that the signatories subscribed to the essence of the petition.

3. I am now writing to ask if these sheets can be returned to
or, if that is not possible, if copies can be made and sent. This is because we believe they may be needed by the Royal Commission which, as you have probably heard, is to be appointed to inquire into the recent disorders: for there is a growing tendency on the part of some people here to represent that about 13,000 separate Bermudian adults all sign petitions on behalf of Burrows and Tacklyn, and it may have to be demonstrated that that was not really the case at all.
