5. I cannot recollect having stated, at the meeting convened by the PUS on 12 December, that the formula used in the letter to Lord Brockway was accurate. My recollection is rather that
I concentrated on the need for consultation between the Governor and the Secretary of State had the Governor taken the view that a new factor or element had entered into the situation. Whatever the position may be about commutation of the sentence I entertain no doubt that the Governor could, even after Her Majesty had accepted the recommendation that she should not intervene, have made a stay of execution in reliance upon his existing powers.
