As discussed on the telephone I am sending you a draft by Trevor Pepper on Phalately for a possible handbook for Financial Secretaries. I would particularly value your advice on its accuracy and relevance.

2. I think what needs to be done is for each of the proposals to be given some sort of value so that they can be put in perspective.

Further to our telephone conversation I now attach 2 copies of a paper I have drafted using much of the material set down in Mr Pepper's draft. I also attach a copy of our Memorandum on Postage Stamp Policy in the UK Overseas Territories which has been circulated to all Officers Administering Governments - the latter is confidential. The present draft is based on the assumption that it is for Financial Secretaries who may be unaware of the significance of stamp issues in the administration of a territory I think it should be a "Restricted" document.

I shall be on leave until 8 May but will be available for

any further advice after that.
