Permanent Secretary, External Affairs
SUBJECT
L
Stamp Policy
DATE :
17th July, 1978.
Proposals have been submitted to the government for the Printing, Marketing and Distribution of Commemorative and Special Definitive Stamps of Belize by a private company.
2.
The position, however, is that except where it has been specifically transferred to the government of a territory in the course of constitutional development the responsibility for postage stamp policy throughout the dependent territories and for approval of designs and issues rests with the, British Government.
3.
Government is interested in the proposal submitted as a means of increasing its stamp revenue and it will be appreciated if you will make enquiries from the FCO to see if they will have any objections to us being responsible for our own stamp policy and for us to make our own arrangements for the Marketing, Printing and Distribution of our Commemorative and Special Definitive Stamps to stamp collectors on the International Market.
