As you see, I have written a conciliatory reps to i 40 hayng, and as you know, I am not yet convinced of the

irredeemable wickedness of thessrs. Urch Harris. I do not deny that they do not always behave in the most gentlemanl way, and that this may upset priots in the stamp world. But " am not convinced that this is necessarily against the interests of Tuvalu, which is our prime concern. Urch Harris have been running Tuvalu's stamps for 3 years now and there is no sign yet that the, have done any harm - quite hoom-quite the contrary. But I agree we should continue to watch how things develop, and meantime remain cautions in our advice to other territories.
