you for your letter of 21 September concerning the enquiry you received from the resident of the States of Guernsey Post Office Board about the possibility of their issuing in 1980 a 10p stamp bearing the Royal Effigy to commemorate the 75th anniversary of Rotary International. I am afraid that it has taken us rather long to reply, but we have most carefully considered the matter and I am now able to let you know the outcome.
I regret that our investigation shows that it is most unlikely that we should be able to recommend for submission for the approval of The Queen the design for a stamp commemorating the anniversary of Rotary International, since it would be contrary to established practice to associate Her Majesty in such a way with an organisation, however reputable, of which the membership is restricted. In addition to this cardinal consideration, there is the additional but equally telling point that setting a precedent in this connection could make it difficult to handle similar requests in respoect of other, and possibly less reputable, organisations.
I am sorry to have to send such a disappointing reply. We can discover no instance where Royal approval has been granted in response to similar applications in respect of stamp designs incorporating the Royal Effigy and, in view of the well established practice in the matter, we are reluctant to take further soundings of Buckingham Palace about specific instances for which there is clear precedent. I should be grateful if you would let me know, however, if this letter places you in any difficulty or does not provide sufficient information for you to answer the President's enquiry.
