Thank you for your letter of 26 January together with the comp- rehensive survey which I am arranging to send to the interested departments in the FCO and HM Treasury.

Once their comments are received we will be better able to decide whether there is general agreement to the next step, particularly as outlined in paragraphs 7 and 9 in your letter, or whether a further meeting will be necessary between yourself and your colleagues and representatives in our departments.

Although you were kind enough to enclose 8 copies of your review I will, in fact, need to circulate to 10 departments and therefore I wonder whether you could let me have an additional 2 or 3 copies of your report? If this is difficult I will arrange for more than one department to see a copy, however this will probably delay comments. I did not find any copies of your letter enclosed; however I can arrange to make these if this is a problem for you.
