This is a nossibility and could be further

investigated if desired. But preliminary enquires

are not encouraging in this respect. Annual

premiums would erode royalties. Single premiums

would be expensive and the existence of insurance

might of itself encourage issuing authorities

to embark on more ambitious programmes.
