Please refer to your letter of 10th March enclosing the

draft summarised version of the Report.

As you mentioned, there was some difficulty with the structure of the first part of the summary, and so I have attempted a redraft ナ

which I now enclose. For the most part, this is little more than a re-ordering of the original draft (also enclosed) together with some editing.

The section covering the recommendations is largely untouched. I think it would be impracticable to attempt in such a summary to discuss in more detail the advantages and disadvantages of each proposal, as the suitability of a particular course of action will almost certainly vary from territory to territory. We have already started

(with the Cayman Islands problem) to review the proposals in the context of individual cases.
