ISSUE OF NUMISMATIC COINS IN THE DEPENDENT TERRITORIES

You may have seen the report by the Bank of England on their survey of Numismatic Coin Programmes in Dependent Territories, which was circulated under cover of Mr Jasper's minute of 1 February. This was a doom laden document,. but it was evident from the replies to that minute that nobody really believed that there was a serious problem for HMG in the present situation. We do not, therefore, think that it is necessary to introduce any new control from London, though individual Governors may wish to tighten up on their local controls. If you agree, I suggest that we now write to all OAGS on the lines of the attached.
