1. Your minute of 4 January to Mr Duff.

I enclose copies of:
a) Appendix i to part ii of the Cayman Islands Internal Security Scheme dated September 1977 and,
b) Bermuda's Standing Instructions on hijacking issued in 1975 as amended later that year and in 1977.
3. As St Helena and Tristan Da Cunha have no airfields they are not concerned with this exercise. We can find no trace on our files (and we hold papers back to 1975) of any Standing Instructions or contingency plans for BVI or the Turks and Caicos Islands.
It seems possible that the Governor of the Turks and Caicos may have concluded from paragraph 7 of Mr Champion's 1973 circular that no action was required in his territory.
4. We spoke about the position of Anguilla and you told me that as far as you could remember .HM Commissioner had replied to the 1973 circular suggesting that there was no need for contingency plans in Anguilla as the air-strip is only suitable for very small aircraft
