1. 1 am sorry that you have not had an earlier reply to your letters of 15 arch and 25 Lay (ref. CkL/M 387/77) about the revised contingency plans for dealing with international terrorist incidents. We have discussed this again with the departments concerned here, who have explained that this is a major world-wide exercise which is proving a lot more complex than they expected. They cannot predict when they will be in a position to give you the guidance referred to in my letter of 30 December.

We i am afraid this is not very satisfactory for you. shall however continue to bear your interest in mind and shall send you a substantive reply as soon as it is feasible to do so.
