1. I attach for consideration at the pre-briefing meeting on

25 July, the first draft of a possible submission to the Secretary

of State seeking guidance on some of the main foreign policy issues

likely to arise at the meeting next week.

2. It is possible that the subject will come up at the Political

Directors meeting in Brussels on 26 July when Mr Hibbert may wish

to draw on the paper in preliminary and informal exchanges of view

among the Nine.
