Advanced Ministerial constitution. Only obstacle to independence lies in the territorial claim of

Guatemala.

Advanced Ministerial constitution. Able to proceed to independence if and when the will to do so is there.

BRITISH SOLOMON

Recently introduced finisterial constitution. Aim ISLANDS PROTECTORATE is for full internal self-government in 1976 and

independence shortly thereafter.

BRITISH VIRGIN ISLANDS

CAYMAN ISLANDS

FALKLAND ISLANDS & DET ENDENCIES

Ministerial constitution now under review. No local pressures for independence, but a desire to proceed to internal self-government and remain at that stage indefinitely.

Ministerial constitution. No obstacle to self- government and independence except the apparent wishes of the people to retain their links with the UK.

Elected Executive and Legislation Councils presided over by the Governor.

Considerations affecting aid policy

Not grant aided. viable economy.

Fotentially

Economically viable: receives no aid and no aid policy questions arise.

Grant aided but National Development Plan 1975-79, to be considered shortly, identifies policy guidelines for economic independence. Aim is to cease grant-in-aid by 1980.

Grant aided. Not likely to be economically viable in this decade.

Not grant aided. High GNP. No aid policy questions arise.

Not grant aided. Economically viable. No conventional justification for aid.
