I am sorry that I have not responded earlier to your minute of 10 October about the policy paper on Dependent Territories, which arrived during my absence in the Pacific. Neither the draft nor Mr Callaghan's despatch of 1975 were attached, and I should be glad to see a draft in due course.

The only points I would like to make at this stage are:

I agree with your point at paragraph 5(ii)(c), and would add that in such cases we have an even higher international obligation in view of the accepted responsibility of a colonial power in these days.

I agree generally with your observations about defence, and have suggested that this is a point which the Commonwealth might consider in the context of "small states".
