1. May I, somewhat belatedly, add a footnote to the paper submitted by Mr Branney of Research Department at Mr Rowland's request? (Mr Saunders minute of 11 May to you refers).

I am not sure that we would wholly agree with the point made in Section IV, paragraph (d) of Mr Branney's paper, about insisting on closer cooperation with the UN. This seems slightly at odds with the reply we gave to Mr Richard's suggestion that we might consider encouraging the Committee of 24 to witness acts of self-determination, etc. (See paragraphs 3 and 4 of the attached copy of Mr Weir's letter to Mr Richard). In fact, the prospects of getting any worthwhile degree of cooperation and help from the Committee of 24 of the type envisaged by Mr Branney seem pretty unlikely.
