GOVERNORS' CONFERENCE

1. In your telegram 245 of 16 December addressed to Dev Div and copied to me and others you asked for views on timing and content of the next Governors' Conference.
2. As regards timing, I am now inclined to think that on balance the late autumn of 1978 might be best on the grounds that it would probably be more profitable for our successors to get to know each other at a reasonably early stage in their new assignments and to mull over the problems which they will have to deal with over the next three or four years. By, say, the summer of 1978, there will be a new Head of Dev Diy, a new Head of TAD, presumably a new Commissioner, Anguille and, possibly, Governor, BVI. There may also be other changes not knoa to me.

3. As regards an agenda, much may happen Jelore the ite of the Conference but at present I would like to see the following subjects included:-
