I agree with paragraphs 1 and 3 of Mr Quantrill's minute but disagree completely with his paragraph 2. I had hoped that by my instructions that the title of this exercise be changed to "Review of Decolonisation Policy" the concept of accelerated decolonisation is realized to be now no longer a starter. evidence for this is the account of a conversation between the Secretary of State and Sir Peter Ramsbotham of 8 February.

I should be grateful if Mr Jasper could revise his draft in the context of Mr Quantrill's paragraphs 1 and 3 and I should like to see the paper again in draft after Mr Dale's contribution has been included.
