BRITAIN'S OTHER FOREIGN POLICY: TALK BY MR ROWLANDS

1. Mr Rowlands gave a talk at Friends House this week to the "London Diplomats Group" (a small group of relatively junior diplomats serving in London) about Britain's other Foreign Policy.

2. I attach the notes which he used for this. In the event the forum did not prove a particularly appropriate one for such a full scale presentation and he only drew

on extracts. However, he would, in due course, like to

make a major presentation of this theme. He would be grateful accordingly for any comments recipients of this minute may have on the notes.
