1. I agree completely with Mr Quantrill's comment the point here is that a political decision has been taken to cut corners and to accept that such a course implies some risks of public criticism. Under these circumstances the correspondence between Mr Champion and Mr Scott in 1974 is no longer relevant in those cases concerning corrupt officers of the Hong Kong public service.

2. Still in the context of corruption, there is certainly no need to consider the use of "wise men" or any other such addition to the review mechanism here in the Foreign Office.
