anpower? Secondly, would these DS contract Governors and DS officers serving as Governors have to come onto DS manpower if we were to cease to receive any contribution from the Dependent Territories? Thirdly, is there any CSD limit in force on the numbers of officers the FCO can employ on contract which would affect such a scheme? Fourthly, and most importantly, what would be the reaction of PPD (and CSD) if we were to propose changes in the terms of service of Governors which would require the posts to come onto DS manpower?
