Territories.

We would be against such a proposal.

3. In the way of putting gloss on the above answers I should explain that we are constantly being faced with new commitments which have to be met from our existing manpower and financial resources. Although it may be convenient to deal with all Governors of Dependent Territories in the same way their inclusion in the FCO establishment would cause extreme difficulties and would mean that we might have to go to the Civil Service Department to increase ceilings of senior grades a move we would be most reluctant to take. Furthermore I am sure Finance Department, to whom I am copying both our minutes, would not be happy about increasing the FCO financial commitment purely for a matter of administrative convenience at a time when Cash Limits makes us look critically at all new requests for expenditure.
