2. I should have covered this point. ! Hong Kong should be treated in this way, as in so many others, as

sui generis; or else that there could be a form of reverse "topping up" at the expense and discretion of the Hong Kong Government and negotiable with them before a Governor is sent out.

3. If they particularly wish to do it the Governments of Cayman Islands and Bermuda could also provide such "topping up", though I think we should strongly discourage them from doing so.
