We have read your minute with understanding. We have no wish to add to the Whitehall "resistance" (which I am sure you are right in not underestimating) unless of course any proposal should emerge that the charge will fall on us. I am afraid that the response of the Treasury may be that if you want to incur this expenditure you must make savings elsewhere.

To us it does not seem that it will necessarily be agreed that a Governor is the same as a Head of Mission. In fact he is more like a Head of State and the comment has occurred to us (no doubt having occurred to you already) that even these latter stage dependencies will one day have to provide for a Head of State out of their own resources. Experience demonstrates that they are willing to, give this kind of expenditure priority even when their resources are limited but it may be embarrassing to them if we having maintained a Governor in the conditions to which we think he ought to become accustomed they find that they are a long way short of the resources to do this.
4. Observation shows too that the condition of more than one Government House is rather like that of a crumbling wedding cake and the resources needed to put such into good condition and maintain it so will I think be very demanding.
5. These are only in the nature of marginal comments on your proposal which as I say we fully understand.
