I have discussed with this Gregorz your proposal that we should seek to include i the craft submission below a definition of the problem showing where it is most acute. The difficulty is that, until we have carried out or initial consultation with Governors, we really do not know. We can guess that the Arocs Governors (Montserrat and StHelena) are worst off, and that those who have to deal with prickly local governments (Tihsad Caicos, BVI) are probably the next worst off - but we have no real evidence yet to show that this is so. 9 Inggest therefore that we were wild do best at this stage not to try to draw distinctions except to the extent that we have already done so in para 9 of the draft.

2. On minor points the revised draft, the plase " Diplomatic Sovice Governors" in para 3 is a term of out that might not be clearly understood by Mr Stratton and cops addressees: perhaps it would be better to expand it to something like "... system whereby DS Offices
