6. Leave passages should be manageable. At present the FCO pays the full cost of sending Governors to their territories on first appointment and bringing them home at the end of their term of office; the territories themselves are expected to pay for any leave journeys that fall due in between the beginning and end of a Governor's appointment. Certain territories make difficulties over this and we therefore sometimes resort to the device of summoning Governors home "for consultations" in which case the FCO pays the bill. This is not a very satisfactory device, not only because it is devious but also because it does not allow us to pay for the Governor's family to accompany him. We estimate that it might cost the FCO an additional £6000 per year to take on responsibility for paying Governors' leave journeys but this would be offset to some extent by savings on

7. A good deal of work has already been done on the possibility of taking on financial responsibility for the maintenance of Governors' houses. No solution is yet in sight, but I am not entirely pessimistic: the ODM have shown some disposition to be helpful and there is a reasonable chance that something can

be worked out.

8. On duty allowances, the amounts again are likely to be small (especially since, by the end of next year, there should be only two HMOCS Governors left), and I am confident that a workable solution can be found. This will probably involve an extension of the topping up arrangements that already apply to HMOCS Governors' salaries. It is clear that not enough attention has been paid in the past to ensuring that territories make a fair contribution to entertainment and other local costs. they can now be persuaded to do so (and the recent agreement that DS Inspectors should henceforth visit all dependent
