1. You will see that Mr Stratton has accepted the recommendations in paragraph 10 of my submission of 18 September.

2. The next step is to write to all the Governors concerned to invite their comments on the piecemeal approach we have now adopted (see paragraph 5 of the submission). I should be grate- ful if Mr Green would draft. Meanwhile we should reactivate the papers about the maintenance of Governors' official residences. In the first instance I should like to see proposals for getting out of the present impasse.
