In our Dependent Territories Governors are to a greater or lesser extent dependent on their local governments in matters concerning their personal terms of service. A number of instances have come to our attention recently, particularly in certain poorer territories where Governors have been understandably reluctant to ask for extra expenditure on their personal needs. Consequently
they have had to put up with conditions that we would normally regard as less than reasonable. We have therefore been consid- ering whether there is anything we can do about it.
2. We have had to dismiss as impractical any idea of our assuming full financial responsibility for everything concerned with Governor's terms of service; even though there are now so few Governors left, the amount of extra money that would be required would be more than we could hope to find. In any case, most territories would probably not welcome this since they might feel it could lead to divided loyalties. We have therefore decided that we must concentrate on those points which cause most difficulties.
3. One major source of problems is, of course, accommodation. John Stewart wrote to a number of Governors on 21 February about the upkeep of Government Houses. I am afraid it is proving more difficult than we had anticipated to find a way of dealing with this problem. But we are still persevering and there does seem to be a chance that something can be worked out. We should now like to find out what are the other problem areas, apart from those concerned with accommodation, on which you would like us to concentrate. The indications so far are that we should try to find ways of paying for:-

i. mid-tour leave journeys for Governors and their families;
topping-up the duty allowances of those Governors who
ii.
are not seconded Diplomatic Service officers.
If there are any other aspects of your terms of service on which you feel you are losing out at present, please let us know and we, shall consider whether they can be included within the scope of the present exercise. We can of course offer no guarantee that we will be able to find a way of paying for such things, but we shall do
our best.
