1. Your minute HKA 434/1 of 3 October. There is no evidence from the copies on SED files of correspondence between HKGD and Gibraltar that the Governor is dissatisfied with the emoluments he receives from the Gibraltar Government. With wage-rate parity now between Gibraltar and UK, the Gibraltar Government can afford to pay what the job merits and needs.

MOD temporarily took over responsibility from the Gibraltar Government for the Governor of Gibraltar's accommodation in 1969, but hopes to return it before too long. Since he also holds a service appointment as C-in-C, Gibraltar, it would not be appropriate for FCO to intervene formally on matters concerning his accommodation.
3. On mid-tour leaves, Gibraltar has a regular direct air service to UK (as well as cheap charter services for holidays). The Governor asked MOD for RAF transport to visit UK on leave this month, but has accepted the reasons MOD gave why they cannot provide him with free transport to UK except when on MOD business. He is travelling, as far as SED know, at his own expense.

From all this I conclude that there is no case for the Governor of Gibraltar to be included in your proposed new arrangements. But something may conceivably be thrown up by the inspection of Gibraltar later in the year, that would lead to this opinion being revised.
