CONTROL OF APPOINTMENTS UNDER COLONIAL REGULATION 19
1. I have now looked at all the files on this subject back to 1973. It seems that while it was intended that we should agree with every DT a list of those posts which would be for the Secretary of State to approve, in fact only Hong Kong and the Pacific Territories and subsequently Gibraltar were ever dealt with, together with Montserrat of the Caribbean islands.
2. Why our predecessors did not deal with the remaining DTs is not clear, but I am sure we should tie this loose end up now, especially as it is in these Territories where we may soon find ourselves wrestling with the local governments about
further localisation.

I have spoken to Mr Sullivan, WIAD, about Bermuda. He feels that it would be inappropriate to make an issue of this now, primarily because the Governor has just made proposals to allow posts at Secretary level to be filled without reference
to him. Our CR19 proposals would seem to fly in the face of
that. In any case the Bermuda Constitution clearly sets out that the posts we have in mind cannot be filled without the Governor's approval (except for the Deputy Governor, who cannot be appointed without the S of S's approval). Furthermore Bermuda cannot be said to have the sort of problem that the Monson doctrine and control under CR19 are supposed to solve. 4. I have done draft letters to Anguilla, BVI, Caymans, Mastatgerezak, St Helena and Turks and Caicos, also to Falklands.
(If you agree the general line of this proposal, SAmD will need to approve the draft to Mr Parker.) I have put the posts in in pencil as they will need checking for accuracy by WIAD. Mr Dale suggested that the Auditor posts need, not be mentioned, but they were in earlier cases and so presumably
should be now.
