2 with reference to your query in the second paragraph, yes, I have had cause to refer to the list on occasions during my time in St Helena, and even once since my arrival here in July. It follows that a shorter list for restricted circulation should meet our needs equally well. As the present list is not all - inclusive (eg St Helena and Tristan da Cunha) it seems to be neither one thing nor the other.
