In a confidential report dated 8 March 1977 covering the period 1 November 1975 to 28 June 1976, the reporting officer, the Director of Commerce and Industry said that:

The countersigning office (Mr A J Scott) commented:-

"My initial impression is of energy, grasp and effectiveness of a high order. He has an authori- tative yet warm personality and his obvious honesty will serve him well in personnel work. Potentially Staff Grade A material and probably Secretary weight - he could manage the Deputy Financial Secretary post now, and Secretary for the Civil Service or for Security in a couple of years or so."

In his most recent report the Chief Secretary (Sir D Roberts)

states:-

"Hunter has impressed me as a competent, reliable and sensible man, with a neat brain and sound judgement. He has been here for 2 years and seems to have settled down well to the greater pressures of Hong Kong, as compared with the Pacific. He has a strong personality, with a streak of impatience which induces some brusqueness into his manner on occasion. He appears to accept responsibility willingly and to be able to take unpleasant decisions."
