Reports on Mr Dale describe him as a keen, intelligent, hardworking officer with a forceful and energetic personality and sound judgement, who enjoys good relations with colleagues

and subordinates. He is said to be an excellent all round officer of above average potential. He refused promotion to the post of Establishment Secretary, BSIP, because he did not want to be stuck in a groove of establishment type work.

Reporting in 1973 on his work in the Seychelles, the (then) Governor, Sir Bruce Greatbatch, said that he had been impressed by his drive, his personality and his ability to coordinate and guide the work of Heads of Department. He thought he was a very good administrator. In 1977 Sir Bruce, as Head of the Caribbean Development Division, strongly recommended him for a Governorship.

Mr Dale has been serving for nearly a year as temporary First Secretary in WIAD where he has seen from the Whitehall end the problems which the Dependencies can cause. In recent negotiations with the ultra difficult Turks and Caicos Ministers he has shown great patience, humour and flexibility. He is full of new ideas to tackle old problems. He combines firmness with great gentleness and has a sensitive political nose for what is possible.
