2. The Board at its meeting on 17 November 1977 recommended Mr James Alfred Davidson to replace Mr W W Wallace in this post in November. The Secretary of State approved the Board's recommendation

and the appointment was cleared with the Prime Minister's Office and informally by the Palace but The Queen's formal approval has not yet been sought.

3. Since the Board met the political situation in BVI has

developed in a way that has led Mr Duff the Head of WIAD, to recommend that we should be particularly careful to choose a man with the right qualities for the post of Governor. Mr Duff had not met Mr Davidson when the Board last met. Having now done so, he has expressed grave reservations as to his suitability for the post in the new circumstances. Mr Duff's arguments, and POD's comments on them are set out in paras 2-9 of the submission at Appendix 1.

Requirements of the Post

4. The British Virgin Islands have until recently been one of the least problematical of the remaining West Indian Dependencies. Much of the credit for this must be due to the present Governor who has
