I agree; and specifically that:
Mr Russell should be offered a final extension and then be replaced though probably not by Mr Strong;
no extension should at present be recommended for Mr Wyn Jones: Though I do not myself feel quite such a lack of rapport;I did not get the impression in May that he and his wife so disliked Montserrat except by comparison with the Solomon Islands;
(iii) on the face of it, and whatever POD may have told him,
Mr Strong should see out his time in the Turks and Caicos Islands unless, as seems unlikely, he shows early signs of strain.

Incidentally, if the next DTSAB is not held until March 1979 is there any reason why the preparation of papers should not await the discussions at the prospective Governors' Conference in January and my subsequent visits to Governors in their lairs?
