DEPENDENT TERRITORIES SENIOR APPOINTMENTS BOARD:

HM GOVERNOR - TURKS AND CAICOS ISLANDS

1. At their meeting on 17 November the Dependent Territories

Senior Appointments Board were unable to recommend to the Secretary of State that either of the two candidates put forward possessed the necessary qualities to succeed Mr A C Watson as Governor of the Turks and Caicos Islands. It therefore advised

that a further search be made for a more suitable candidate.

2. Mr John Clifford Strong, whose name had been put before the Board as a suitable candidate for HM Commissioner, Anguilla, but who was not available in time to take up this appointment, is also considered eminently suitable for this difficult post. He is presently serving as Counsellor and Head of Chancery in

Dar es Salaam and could be made available in time to take over

from Mr Watson.

3. In the Brief on the Governor, Cayman Islands, sent to you before the last meeting of the Dependent Territories Senior Appointments Board, in addition to recommending the extension of the present Governor's (Mr T Russell) term of office it was mentioned that Mr Strong would be a particularly suitable person to succeed Mr Russell. It was felt that by that time he would

have a suitable knowledge of the Caribbean area.

It is therefore proposed, unless members of the Board see any objection, to submit a recommendation to the Secretary of State that Mr Strong's name should go forward to The Queen for appointment as HM Governor, Turks and Caicos Islands. Furthermore

members of the Board should note him as a likely successor to

Mr Russell at the end of his tour should the timing be right. and when this happens it will be submitted as a concrete proposal for the Board's approval. A cv for Mr Strong and Job Description
