1. Mr Parker's term of office in the Falkland Islands is due to finish in December 1979 and he will be 60 that month. We thought this seemed a neat arrangement for him to retire from the

Diplomatic Service and his Governorship at the same time. However when he called on me the other day Mr Parker requested that nothing be done about his future until around March or April. He has thoughs about staying on if the Falkland's want him to but he would, it seems, like to do this not as a member of the Diplomatic Service but to retire and continue on local terms. Since the loa salary would be much less than he is getting at present this would in the normal way be topped up by HMG. Mr Parker had heard about the new Governors Pension Scheme and thinks he might be better off under this than by retiring outright next December.

2. Whatever his personal advantages might be in staying on the decision is not, of course, one for him to make. If he is to continue as Governor for a further term the decision would need to come from our department, South American Department and also, because he is a DS Officer, from POD. I feel that if it is agreed that he should continue after the age of 60 then the best way would be for him to stay on under DS terms. There is always the problem that if he retires and goes on to local salary that he will meet with the same fate as General Jackson and have his pension abated. I suggest that we do nothing for the time being, but that in a month or so we start the ball rolling by addressing a minute to SAD and POD to say that the time has come to think about the Governorship of the Falkland's after December 1979.

his terms of service - but the Board might prefer an alternative
