CHARLES PHILIP HA DION-CAVE
Mr Haddon-Cave was born on 6 July 1925. He is married with three children.
He was educated at Hobart High School, Tasmania, and the University of Tasmania where he obtained a BA (Hons) C. I, and at King's College, Cambridge.
He was employed from 1945-46 as a research worker in the University of Western Australia, from 1946-47 as Research Officer, Department of Post-war Reconstruction, Australia, from 1947-48 as Lecturer and Resident Tutor in Economics, University of Melbourne, and from 1950-51 as Economics Supervisor at Jesus College, Cambridge.
His first colonial appointment was as Statistician to the East African High Commission from 1952-53. From 1953-59 he was Assistant Secretary (Treasury), Kenya, and from 1959-61 was Under Secretary in the same department. From 1961-62 he served on secondment as Financial Secretary, Seychelles. On his return to Kenya he was employed as Deputy Secretary, Ministry of Agriculture until 1963, when he transferred to Hong Kong. From 1963-69 he served variously as Assistant Commissioner, Preventative Service, Assistant Director and Deputy Director Commerce and Industry Department, and Deputy Economic Secretary. From 1969-71 he was Deputy Financial Secretary, and since 1971 has been Financial Secretary.
Mr Haddon-Cave is described as an officer of unusual ability and sharp intelligence combined with great drive and unlimited energy. He puts forward his point of view with force and conviction, but he will loyally give effect to what is decided, even if he disagrees with it.
His latest report states that he has discharged the post of Financial Secretary with skill, devotion and success.
