as Chief Secretury. lle would moreover be a better guide
to the new Governor in 1979. The present Governor's
recommendation is that Mr Cater should be selected.
5. It is therefore proposed, unless Members of the
Board see any objection, to submit a recommendation to
the Secretary of State that Mr Cater's name should go
forward to The Queen for appointment as Chief Secretary,
Hong Kong. In view of his age the appointment would be
for 2 years.
