DEPENDENT TERRITORIES SENIOR APPOINTMENTS BOARD :

CHIEF SECRETARY HONG KONG

1. Sir Denys Roberts KBE QC was appointed as Chief

Secretary, Hong Kong in September 1973 after having been

Attorney General. He reached the normal retiring age

for Administrative Officers in January 1978 but his

term of office was extended for 2 years. The post of

Chief Justice, Hong Kong, becomes vacant in May 1979 when

Sir G Briggs QC retires. A recommendation is being made

to HM The Queen that Sir Denys Roberts should succeed

Sir G Briggs as Chief Justice. In order that he may

disengage from his functions as Chief Secretary early

enough to avoid any possibility that he might have to

give judgement as Chief Justice on any of his actions

as Chief Secretary (and have time for leave and

refreshment of his legal studies) it is necessary for

him to vacate the post of Chief Secretary by August 1978.

We need now to select a successor.

The candidates in the Hong Kong Civil Service are

as follows:
