I know both Mr Haddon-Cave and Mr Cater quite well from my time in Hong Kong. The future well-being of the Colony is always said to be based on confidence, and from this hard-nosed point of view there is no doubt that Mr Haddon-Cave would be the better choice. Moreover, Mr Cater had the reputation of being devious, ambitious (allegedly at the prompting of his wife) and "soft on communism" as a result of his negotiating role during the 1967 troubles.

Nonetheless for the reasons given in paragraphs 3 and 4 of the Memorandum enclosed with your minute I think it would be difficult to dissent from Sir M MacLehose's recommendation.
