Mr GP Lloyd, Deputy Governor of PerĽuda. You kindly explained that in your minute to Mr Stratton of 4 May you had omitted references to the expressions of opinion made by higher authority last year in the context of the post- mortem on the Secretary of State's statement of some aspects of Mr Lloyd's performance. I said I was content with this at this stage but that when the time comes to submit to the DISAB on the post of Deputy Governor and whether Mr Lloyd should be extended beyond his five-year term expiring next April, it should be our objective to recommend the best man for the job. In doing this it would be wrong, I thought, to fail to draw attention to opinions formed last year since there are very few opportunities for us in London to assess officers serving in dependencies overseas who are not regularly visited from this office; and where a clear expression of opinion exists it should be presented as part of the whole picture.

This is not the place to argue merits or demerits of ir Lloyd or anybody else, but I have been struck in reading verbatim records of the Pitt Commission on the Bermuda dis- turbances by the need to have somebody high up in the Government who has personally been involved in localisation of a civil service. John Smith is a pre-eminent example and Fir Walter Wallace a pretty good second string.

3. I am putting this on record because Hr Stewart is just off and it will not be long before I am too.
